Despite Public Input, Carrboro Council Approves Borrowing Future Funds for Design Work
In a tight-budget year, the Carrboro Town Council decided not to raise the tax rate, but to raise taxes in subsequent years to address the many outstanding infrastructure needs, such as replacing police cars and fire trucks destroyed in the hurricane. Those essential funds will be borrowed in the future, according to the Town’s finance director.
Yet despite the tight budget, the proposed 2027-28 budget included $500,000 to design a Bolin Creek Greenway that would pave over an existing trail. No Council member addressed the changed condition of a trail that everyone loves, as a result of OWASA’s repair work. This stretch of Bolin Creek has a perfectly acceptable surface that is loved by both hikers and bikers. Kudos to OWASA for making the post-Chantal repairs that created a beautiful path for all to use.
Many residents urged the Council to reconsider plans that would introduce pavement and concrete infrastructure along Bolin Creek. Mayor Barbara Foushee acknowledged the volume of emails and feedback from residents who support maintaining the existing crushed-stone surface. However, several Council members indicated they do not intend to revisit earlier decisions, and the bridge crossing study also remained in the final budget.
One encouraging outcome was the strong community turnout during the budget discussions. Residents across Carrboro spoke up for greater financial accountability, transparency, and public engagement around major capital projects. A growing group of neighbors is organizing around these concerns and encouraging others to learn more, sign an open letter, and stay involved in future budget discussions.
