Last summer Andrew Vanderveer, a 4th year medical student, observed a troubled Bolin Creek. He filmed the event here.
Subsequently Ren Ivins, Orange County Soil and Erosion Officer found the cause. The Exchange Pool released the contents of their pool into the creek. Unhealthy conditions lasted for a period. Sue Burke, of Chapel Hill Storm Water said that she was following up with the Exchange Pool. She said that regulations limit the concentration of chlorine (parts per million) into the creek.
Presently the Town of Chapel Hill had limited enforcement authority and no ability to levy penalties.
